What changed from 1 July 2026
Fast Track is the largest reform of Ukraine's export control in recent years. A comparison of the “before” and “after” regimes:

Does your company qualify for Fast Track?
The regime applies only when all six conditions are met simultaneously:
- The product is adopted into service or codified by the Ministry of Defence
- The transfer concerns military-purpose goods, dual-use goods or military technologies
- Transaction value — from UAH 15M (the threshold does not apply to components and parts)
- The destination country is on the list of partner states
- The importing country's government has provided Government Guarantees
- The item is not on the List of Critical Goods
How the procedure works step by step
- STEP 1
The Ukrainian entity of international transfers files an application with the State Export Control Service together with the document package.
- STEP 2
Within 3 business days, the Service forwards the materials to the Ministry of Defence for approval.
- STEP 3
The Ministry of Defence reviews the materials within 20 days; the SBU, SZR and the Ministry's intelligence body provide their conclusions within 15 days.
- STEP 4
If a body provides no reply within the set period, the transfer is deemed approved under the silent-consent principle.
- STEP 5
Only in specifically defined cases are the materials referred to the Interagency Commission.
- STEP 6
The Service issues a decision to grant a permit or refuse — up to 30 calendar days in total.
- RESULT
Obtaining the permit — and legal export of the products to the partner country.
Each return of the application for revision resets the countdown. That is why the quality of the document package is 80% of success.

Government Guarantees
Government guarantees from the importing country's government are a key Fast Track condition. The document confirms:
- Use of the products exclusively for the defined purpose
- Ban on re-export or transfer to third parties without written approval from the State Export Control Service
- Ban on transferring technologies, documentation and related services without written approval
- Provision to Ukraine of information on modifications of products created using the transferred technology

Questions and answers
Can a private foreign company buy Ukrainian defence products?+
Yes — provided export control requirements are met: verification of the buyer and end user, government guarantees from the importing country, and product compliance with Fast Track criteria.
Can a Joint Venture be created with a foreign partner?+
Yes. Fast Track explicitly allows creating joint ventures, localizing production and joint development — for international transfers of goods and technologies the procedure is significantly simplified.
How long does obtaining a permit take?+
Under Fast Track — up to 30 calendar days with the silent-consent principle. Under the general procedure — about 90 days.
On what grounds can a permit be refused?+
Incomplete or inaccurate information, non-compliance of the foreign entity with Procedure № 875, sanctions, absence of government guarantees, inclusion of the item in the list of critical goods, the state customer's intent to purchase the item for Ukraine's defence, or the exporter's failure to fulfil state defence contracts.
Does the UAH 15M threshold apply to components?+
No. The minimum transaction value threshold of UAH 15M applies to finished products — parts and components are not subject to the amount limit.
